The confusion matters, because these are different artifacts that do different jobs, and conflating them leads to muddled processes and missing documents. The formula
The formula is the intellectual core: which ingredients, and how much of each, define the product. It's the design — the answer to “what is this product made of, and in what proportions?” Often expressed in percentages or per-unit amounts, the formula is the thing a formulator creates and protects. It's the recipe in the chef's sense: the definition of the product.
The recipe
“Recipe” is often used as a synonym for the formula, especially in food and beverage. Where a distinction is drawn, the recipe can lean toward the method — not just what's in it, but how it's made. In practice, formula and recipe overlap heavily; the key point is that both describe the product's composition, with the recipe sometimes carrying process as well.
The BOM
The bill of materials is the formula expressed as quantities for making the product — every component and how much, scaled to a unit or a batch, including the things the formula proper might not dwell on: overage, processing aids, and sometimes packaging. The BOM is operational: it's what you cost, what you buy against, what you manufacture to. The formula is the design; the BOM is that design turned into quantified materials to procure and produce.
The specification
The specification is different in kind: it defines what the finished product (or an ingredient) must be — the acceptance criteria. Active levels and their tolerances, physical characteristics, microbiological limits, contaminant limits. A spec is the standard the product is tested against, not the list of what goes in. The BOM says what you put in; the spec says what the result has to meet.
How they relate
