The ingredient list on a cosmetic looks simple — a string of names in small print on the back of the pack. But that list follows strict rules, uses a standardised naming system, and is one of the first things an authority or a retailer checks. Getting INCI right is foundational to selling a cosmetic at all.
What INCI is
INCI stands for International Nomenclature of Cosmetic Ingredients. It is a standardised system of names used to identify cosmetic ingredients on labels, recognised across many markets including the EU.
The point of INCI is consistency: the same ingredient is written the same way everywhere, so a consumer with an allergy or a regulator doing a check can identify exactly what is in the product regardless of where it was made.
Why a standardised name matters
A single ingredient can have several common or trade names. INCI removes that ambiguity by assigning one standardised name. Water becomes "Aqua". Plant ingredients use Latin botanical names. This standardisation is what makes ingredient lists comparable and checkable across the whole market.
Using a supplier's marketing name or an informal name instead of the correct INCI name is a common and avoidable compliance error.
The order rule
Ingredients on a cosmetic label must be listed in descending order of weight at the time they are added to the formula. The ingredient present in the greatest amount comes first; the smallest, last.
This ordering is not cosmetic — it is regulatory. It tells the reader, at a glance, what the product is mostly made of. Getting the order wrong misrepresents the product.
The 1% threshold
There is an important nuance to the order rule. Ingredients present at concentrations of 1% or less may be listed in any order, after those present at more than 1%.
This matters in practice because it means the strict descending order applies to the ingredients above 1%, while the minor ingredients below that threshold have more flexibility in how they are sequenced. Knowing where that 1% line falls in your formula is part of building the list correctly.
Special cases
Several ingredient types follow their own conventions within the INCI system — colourants, for example, are often handled differently, and certain ingredients have specific labeling treatments. Fragrance and allergen components carry their own rules, which connect back to the broader allergen labeling requirements.
The general system is consistent, but the edge cases are where manual lists tend to go wrong.
Why manual INCI lists drift
The ingredient list is downstream of the formula. Every time the formula changes — a concentration adjusted, an ingredient swapped, a new component added — the INCI list should change with it: potentially a new name, a new position in the order, a shift around the 1% threshold.
When the list is maintained as a separate document, it falls out of sync with the formula. The label ends up describing a slightly different product than the one actually being made — wrong order, a missing ingredient, an outdated name.

The reliable approach is to derive the INCI list directly from the formula data. If each ingredient carries its correct INCI name and the system knows the concentration of each, the list can be generated in the right order, with the 1% rule applied, every time the formula changes.
