The problem with tiny amounts
When an active is dosed at, say, a few micrograms per unit, the total in a batch of thousands of units is still a very small mass. You can't accurately weigh out such a small amount directly, and even if you could, distributing it evenly through a large mass of other ingredients so every unit gets its share is extremely difficult.
