Moisture content is how much water is in a product. Water activity is how available that water is — how much is free to participate in reactions and support microbial growth, versus bound up and unavailable. Two products with the same moisture content can have very different water activities, and it's the water activity, not the total moisture, that determines microbial and chemical stability. This distinction is the heart of the concept.

Why microbes care

Microorganisms need available water to grow. Below certain water activity thresholds, bacteria can't grow; lower still, yeasts and molds can't either. So keeping water activity low enough is a primary way to make a product microbiologically stable without relying solely on preservatives. A dry powder with low water activity is inhospitable to microbes; a moist gummy with higher water activity needs more care. The water activity sets the microbial risk.
