What is a PIF (Product Information File) and when do cosmetics need one?

Cosmetics

If you make or sell cosmetics in the EU, the Product Information File is not optional paperwork — it is a legal precondition for putting a product on the market. Yet it is one of the most misunderstood requirements in the industry, often assembled in a panic when an authority asks to see it. Here is what it actually is and how to stay ahead of it.

What a PIF is

The Product Information File (PIF) is the dossier of information that must exist for every cosmetic product placed on the EU market, under Regulation (EC) No 1223/2009. It is the evidence file that demonstrates the product is safe and compliant.

Think of it as the product's complete regulatory record — everything an authority would need to verify that the product is what it claims to be and is safe to use.

When you need one

The short answer: before the product is placed on the market. The PIF must be ready and kept available, not assembled after the fact.

Every cosmetic product needs one. There is no size threshold below which a product is exempt — a small artisan brand and a large manufacturer face the same fundamental requirement.

Who is responsible

The regulation centres on the Responsible Person — a defined legal entity established in the EU who is accountable for the product's compliance. The Responsible Person must keep the PIF accessible and ensure it is complete and current.

This is a real legal role, not a formality. The Responsible Person carries the obligation, which is why the PIF has to be maintained properly rather than treated as a box-ticking exercise.

What goes into a PIF

While the exact contents follow the regulation, a PIF broadly brings together:

A description of the product — what it is, so it is clearly identifiable.

The Cosmetic Product Safety Report — the safety assessment of the product (a substantial document in its own right).

A description of the manufacturing method and a statement on compliance with good manufacturing practice.

Evidence of the claimed effect where the nature of the claim justifies it.

Data on any animal testing related to the product's development.

The through-line is that the PIF is not one document — it is a structured collection of related information that has to stay consistent with each other and with the actual product.

Why it is hard to maintain

The difficulty is rarely creating the first version. It is keeping it current. Formulations get tweaked, suppliers change, claims evolve, packaging updates. Every one of those changes can ripple into the PIF — and a PIF that describes last year's formula is not compliant.

When the information lives in scattered documents — a safety report here, an ingredient list there, claim evidence in someone's inbox — keeping it all aligned becomes a manual, error-prone effort. The day an authority asks to see the file is the day those gaps surface.

Keeping a PIF audit-ready

The better model is to generate the PIF components from a single source of product data, so the file reflects the current formula by construction. When the formula, ingredient list, and claims live in one place, the documentation can be produced and updated from that data rather than maintained separately.

Audit-ready stops being a scramble and becomes the default state.

The takeaway

A PIF is the mandatory information dossier behind every EU cosmetic product, maintained by the Responsible Person, and made up of several interlocking documents — including the safety report. The challenge is keeping it consistent with a product that changes over time. Generating it from a single source of truth is what makes "always audit-ready" realistic rather than aspirational.

Lemoniq holds your cosmetic formula, ingredients, and claims in one place and generates the documentation from that data — so your PIF reflects the current product, not last year's. See how it works
